Will Quince, Chair of Transport East, has welcomed the Department for Transport’s publication of the Road Investment Strategy 3 (RIS3) and the Major Road Network and Large Local Majors Programme announcement.

“The Strategic and Major Road Networks play a vital role in the East, keeping people connected and goods moving. Covering the period from 2026 to 2031, RIS3 sets the framework for how these networks will be maintained, operated and enhanced; while also ensuring they are reliable, safe and fit for the future.

“As a heavily road-dependent region with a growing population, and a critical role in international freight movement, our network is essential for the UK’s economic growth and regional productivity.

“Within the RIS3 period, the East will start to see the delivery of the Lower Thames Crossing – currently one of the nation’s most significant construction projects. The announcement also acknowledged funding is secured to deliver A12 improvements to the east of Ipswich, the Army and Navy Sustainable Transport Package in Chelmsford, and the A10 West Winch Housing Access Road in Norfolk, alongside enhancements to sections of the A47.

“We also welcome the news that the Norwich Western Link was listed in the Major Road Network and Large Local Majors programme to receive funding to assess how this link road can be delivered.

“There is also recognition of schemes identified for the future RIS4 pipeline, including the Copdock Interchange and A11 Fiveways junction. Transport East has the data and partnerships in place to support progression of these schemes, and we will maintain momentum to get these schemes over the line.

“We’ll also work with government, National Highways and local authority partners to progress solutions to the A120 and A12 between Chelmsford and Colchester, which are vital economic routes.

“The delivery and development of these road schemes will help unlock growth and improve journey reliability across the region, while delivering benefits at a national level. We will continue to work closely with National Highways and Government to make the case for sustained and targeted investment in this essential infrastructure.
