Transport East’s pioneering Agent Based Model promoted in Government’s Better Connected Strategy

Transport East’s agent-based modelling tool, BERTIE (BEhaviouR & Transport: Impact & Equity), has been featured as a case study in the Government’s newly published Better Connected Strategy. It recognises Transport East’s leading role in using data and technology – using data is one of the strategy’s goals – and highlights how BERTIE is a good example of tools to replicate across the nation.

BERTIE simulates the real journeys people can make across the East, capturing how individuals respond to different transport options, costs and constraints. It is being used by local authorities in the East, including Basildon Council, to support their Local Plan development. Its inclusion in a national strategy underlines the value of evidence-led approaches in delivering an integrated, accessible transport system that communities across the region need.

Transport East welcomes the publication of Better Connected, which sets out a 10-year vision for transport in England built on three core principles: supporting well-connected places, putting people at the heart of decision-making, and working in partnership with local leaders and experts to deliver change.

The strategy reflects priorities that Transport East has long championed. Through extensive engagement across the region, we have highlighted the barriers people face when accessing transport – evidence that has been shared with the DfT to inform key priorities within the strategy. This includes better alignment between transport and development, simpler ticketing and information, improved accessibility and affordability, and a stronger focus on safety and network reliability.

Andrew Summers, Chief Executive of Transport East, said:

“Better Connected sets a clear, long-term direction for a transport system that genuinely works for people and the places they live and work. By combining national ambition with local knowledge, it creates a strong foundation for more joined-up and practical solutions.

“We’re particularly pleased to see the role of innovation recognised through the inclusion of tools like Transport East’s BERTIE. Understanding how people make real travel choices is essential to designing effective transport networks, and we look forward to continuing our work with Government and partners to help turn this vision into meaningful improvements across the East.”
