Transport East supports the proposed Mayoral Combined County Authorities (MCCA) for Norfolk and Suffolk, and Greater Essex, viewing them as a great opportunity to strengthen local leadership, unlock funding, and improve outcomes through better integration of decision-making across sectors such as transport, economic development, skills, health, and the environment.  

The proposed geographies align well, with long-standing collaboration between the councils of Norfolk and Suffolk, and also Essex, Southend-on-Sea, and Thurrock, particularly in transport and economic growth. A future Mayor and combined authorities is also expected to raise the profile of each proposed geography, which can enhance coordination and delivery of strategic transport investments. 

Greater devolved powers – especially around transport and land-use planning – can also lead to improved social outcomes for the entire region. The ability to plan regionally and strategically is seen as essential for tackling challenges like transport-related social exclusion and improving inclusive access to jobs, health and education services, and training. Evidence from other mayoral areas suggests that devolving power results in better alignment between public investment and local need. 

Additionally, MCCAs offer a significant opportunity to address environmental challenges, especially around transport emissions, which is responsible for 42% carbon emissions in the region. Transport East is well-placed to support any new mayor through evidence, data, and pan-regional partnerships, helping to accelerate delivery, shape policy, and enhance collaboration across neighbouring areas.  

Overall, the proposal is seen as a positive step that could deliver real benefits for people, the economy, and the environment of the East.
