Response to the Government’s Rail Reform Bill consultation
Transport East supports the government’s Rail Reform bill to establish Great British Railways (GBR).
We believe that delivering a more effective and integrated rail system requires GBR to have a whole-system view, with streamlined processes which could deliver quicker, regionally aligned infrastructure improvements. Regional decision-making, supported by input from Sub-national Transport Bodies (STBs) and devolved Mayors, will be essential to ensure local needs are met and to build upon existing partnerships with local authorities, Train Operating Companies, and Network Rail.
We agree that GBR should lead the long-term national strategy, but this must be informed by local and regional plans, evidence, and priorities. We welcome a balanced approach that allows GBR the flexibility to direct the national network while ensuring devolved leaders have meaningful input and influence.
GBR needs to ensure an appropriate focus on increasing capacity for rail freight. This, along with an improved passenger voice through an independent watchdog, affordable fares, and integrated ticketing are all crucial elements in achieving a fairer, greener, and more efficient rail network.
Overall, the proposed changes present a positive step towards a railway that better serves people, places, and the regional and national economy. However, transitional support and long-term funding certainty are vital for building the local capacity needed to actively shape and deliver these reforms.
