What is the Thameside Taskforce?
The Thameside Taskforce unites key stakeholders and political representatives to unlock the full potential of the Thameside rail corridor. The Taskforce's ambitions are to secure strategic investment, drive improvements for both passenger and freight services, and ensure the corridor supports wider economic, social, and environmental goals across South Essex, London and nationally.
The Thameside rail corridor links South Essex with East and Central London and is an area of great change and opportunity. Home to successful and growing communities and industries, with a national role in moving goods through the Thames ports and an economy central to delivering the Government’s modern industrial strategy.
Reliable rail connections have supported communities, commuters and freight for many years. But with passenger numbers increasing, substantial jobs growth and ports investing millions in improved rail freight terminals to handle the growing demand for rail freight, the corridor will be put under increasing strain. We need to plan for the future now.
Our report outlines the current challenges to unlocking growth and the short term opportunities which could tackle these.
The Thameside Story
The Thameside Corridor is approaching rail capacity as demand for both freight and passenger services grows significantly. The area serves around 1.6 million residents, with major housing developments planned across nine local authorities by the 2040s.
Despite highly rated rail services, with C2C ranked among the top three operators nationally, rising freight demand presents additional challenges.
The Port of Tilbury aims to move 29% of its tonnage by rail by 2030, while London Gateway expects to shift 340,000 containers by rail in 2025, potentially reducing hundreds of thousands of annual road trips.
Current pinch points and challenges along the route
The Thameside Corridor faces multiple challenges that limit its capacity and connectivity. These include:
- High passenger numbers and capacity issues which are set to increase
- Competing demands between freight and passenger operations require infrastructure improvements.
- Several level crossings along the route limit line speeds, reduce train frequency, and create inherent safety risks.
- Additionally, there are access challenges to new employment markets, such as London Gateway, from poor last-mile connectivity.
- Rail connections to ports and freight facilities are not fully electrified, with decarbonisation of freight requiring broader network electrification
- Car parks are often at full capacity, yet limited public transport and active travel connections reduce alternative travel options
- Current infrastructure poses risks to train performance and customer experience
Opportunities
- Deliver: Programme of accessibility, underground connectivity and customer facing interventions at stations to improve the travel experience of passengers including connecting with onward journeys.
- Develop: Roll out digital signalling (known as ETCS) across the route to increase rail capacity and improve journey time competitiveness to car journeys.
- Develop: Platform lengthening at Grays and Shoeburyness, enabling 12 car trains to increase capacity.
- Develop and deliver: Level crossing closures to improve safety and journey reliability.
- Develop and deliver: Optimise the use of freight paths through North London.
- Develop and deliver: Increase in peak passenger services into London to provide the capacity to support growth.
- Develop and possibly deliver: Electrifying rail access to ports and freight facilities to support decarbonisation of freight.
- Develop and possibly deliver: Increase in weekend and/or seasonal service between London and Southend-on-Sea, to help leisure and tourism market growth in South Essex.
Next Steps
The Taskforce will now focus on deepening political engagement and strengthening collaboration among partners to maintain momentum to develop and align shared priorities.
This includes developing an engagement plan to build support for strategic investment and promote the value of the Thameside rail corridor across local, regional and national forums. We will continue to gather insight, identify opportunities to enhance existing assets, and advocate for improvements that deliver economic, social and environmental benefits for south Essex in the short, medium and long term.
Ongoing coordination and dialogue will be central to ensuring the Taskforce remains responsive to the evolving transport landscape and maximises outcomes for both passengers and freight users.
